An official inquiry into France鈥檚 blood transfusion scandal, in which
haemophiliacs were infected with HIV from contaminated Factor VIII, blames
the national transfusion system for 鈥榠nertia鈥 and delays.
But the health service report draws no conclusions about the responsibility
of the CNTS 鈥 the French National Blood Transfusion Centre 鈥 or its ex-director,
Michel Garretta. The crucial issue of whether CNTS officials knew contaminated
Factor VIII was being used and whether they could have prevented its use,
is the subject of a separate judicial inquiry.
The current report鈥檚 author, Michel Lucas, did not have access to evidence
gathered during the judicial investigation, nor was anyone compelled to
answer his inquiries.
