Senior representatives of governments in the European Community have
agreed on a revised version of the Community鈥檚 human capital and mobility
programme, an initiative within the Framework programme of collaborative
research, which is due to begin next year.
The human capital and mobility programme will provide 5000 postdoctorate
researchers in Europe with opportunities to work abroad. Earlier drafts
of the programme were criticised as being too vague.
The newly revised draft specifies that the 5000 placements should absorb
half of the Framework budget. The remainder will finance 鈥榥etworks鈥 of laboratories
in particular geographic areas or in particular topics; visits by researchers
to 鈥榣arge鈥 facilities in Europe, such as the European centre for particle
physics (CERN); and a series of 鈥楨uroconferences鈥 bringing together researchers
in particular disciplines.
