NEIL KINNOCK, the leader of Britain鈥檚 Labour Party, has called for the
creation of a separate Ministry of Science. This would have a 鈥榗oordinating
and promoting鈥 role and would, he believes, make a major contribution to
future economic success.
Kinnock made the proposal in a speech to the Parliamentary and Scientific
Committee at its annual lunch last week. He also outlined plans that include
tax incentives for research and development, reform of the A-level system
in schools, and the setting up of an agency similar to the Office of Technology
Assessment in the US.
